What Is an AED (Automated External Defibrillator)?

In emergencies such as cardiopulmonary arrest, abnormal heart rhythm, or temporary cessation of breathing, a frontline device like an AED is essential. An AED automatically analyzes the heart's condition and delivers an appropriate shock as the first step in emergency response.

  • The device will not operate if the electrode pads are not properly attached to the patient
  • If a shock is ready but not delivered within 20 seconds, the device will automatically cancel the shock
  • No shock will be delivered when pressing the shock button if defibrillation is not indicated

Why Do We Need an AED?

  • As dietary habits have shifted toward more processed foods, heart disease has ranked second among the top ten leading causes of death in Taiwan, according to data published by the Health Promotion Administration, Ministry of Health and Welfare (2018).
  • Sudden cardiac arrest is a critical signal that the heart is not receiving sufficient oxygen. The person loses consciousness and experiences cessation of breathing, heartbeat, and blood circulation. Patients in this condition require immediate intervention. Performing CPR alongside AED defibrillation significantly improves the patient's chance of survival.

10 Public Venue Types Required to Install an AED

Announced by the Ministry of Health and Welfare, Order No. 1121663199, May 10, 2023


  1. Major transportation hubs: airports, HSR stations, Taiwan Railways stations of Class 3 or above (and others)
  2. Long-distance transport vehicles: HSR trains, passenger aircraft with more than 19 seats and cabin crew assigned (and others)
  3. Tourist and recreational areas: national scenic areas and scenic areas administered by municipalities or counties (and others)
  4. Schools, large assembly venues, and special institutions: schools at junior high level and above, courts, the Legislative Yuan (and others)
  5. Large entertainment venues: cinemas and theaters with an average daily attendance of 1,000 or more (and others)
  6. Large retail venues: shopping malls (including underground shopping streets) and hypermarkets with an average daily attendance of 1,000 or more (and others)
  7. Accommodation facilities: hotels and inns with more than 100 guest rooms (and others)
  8. Large public bathing facilities or hot spring areas: facilities with an average daily attendance of 100 or more during peak season (and others)
  9. Government service units: police precincts, stations, and substations.
  10. Special institutions: military bases with more than 1,000 personnel.


AED Installation Requirements

  1. AED must be mounted at least 120 cm above the floor
  2. AED signage must be installed at a height of 200–250 cm above the floor
